Central Wyoming College is committed to providing a safe environment for students, employees and the greater campus community. The purpose of this procedure is to promote an educational environment by regulating the possession, use and storage of firearms and other weapons on all properties owned, leased and/or controlled by the College.

A. Central Wyoming College prohibits the possession, use or storage of firearms, and any other dangerous weapons, on college property or at any college-sponsored event, unless that individual:

a. is a peace officer; or,
b. is a CWC Security Officer; or
c. is carrying a concealed firearm and has been issued a valid Wyoming concealed firearm permit, pursuant to Wyo. Stat. § 6-8-104(a)(ii)

B. Responsibilities

a. All individuals,  except peace officers and CWC Security Officers acting within the scope of their duty, including permittees, are personally responsible for any injury or damage resulting from their use or possession of a firearm.
b. Permittees must have their concealed firearm permit along with valid identification on their persons when they are carrying a concealed firearm.
c. No individual, except a peace office or a CWC Security Officer, may carry a partially or wholly visible firearm on college property. W.S. § 6-8-105(d)(iii)
d. No individual, except a peace officer, a CWC Security Officer, or a permittee, may carry a concealed firearm on college property.
e. Permittees who carry a firearm on college property must carry it always concealed and on or about their person or is in such close proximity to the person that it is readily accessible for prompt use; or securely stored per C. below.
f. While on college property, permittees are required to keep the firearm in a holster that completely covers the trigger and entire trigger guard area. The holster must have sufficient tension or grip on the handgun to retain it in the holster even when subjected to unexpected jostling.
g. Firearms with an external safety must be carried with the safety in the on position.

C. Firearm Storage

a. Permittees who cannot keep their firearm on or about their person must secure their firearm(s) as follows:

i. In a concealed biometric container,
ii. In a locked vehicle where the firearm is not in plain view, or
iii. In a lock box that has a high strength locking system consisting of a mechanical or electronic combination and not a key lock.

    Any container/lock box must be large enough to fully contain all firearms placed in it and provide secure storage.

b. On-campus residents may make arrangements to temporarily store dangerous weapons with the Director of Campus Security.
c. Nothing in this procedure prohibits the storage of a firearm separate from its ammunition as required by W.S. § 6-8-105(d)(vii)(B).

D. College Property: Unless expressly prohibited (See E. below), permittees are allowed to conceal carry a firearm in any location on college property, including but not limited to:

a. outdoor areas;
b. buildings and spaces that are accessible to the public;
c. classrooms: No one, including a faculty member teaching in an assigned classroom, may impose a ban on the concealed carry of firearms by permittees in the classroom; and,
d. individual or private offices: No one, including the employee assigned to an office, may impose a ban on the concealed carry of firearms by permittees in the office.

E. Exclusion Areas

   The following areas are prohibited areas for firearms and other deadly weapons, including for permittees:

a. Any college sponsored  events where alcohol is being tendered.
b. College property where explosive or volatile materials are present, in such an amount, that may reasonably cause serious bodily injury due to the materials explosive or volatile nature. W.S. § 6-8-105(d)(vi).
c. College property where health, including mental health, services are provided. W.S. § 6-8-105(d)(v).
d. All such areas designated as prohibited areas resulting from a-c above will be specifically listed in the associated process for this procedure.

e. College property containing explosive or volatile materials may be marked with a conspicuous sign indicating firearms prohibited. It is the responsibility of the permittee to know these locations.
f. Any place where the carrying of firearms is prohibited by federal law or regulation or state law.
