TITLE: This CWC Procedure can be known as the
Tyeler Harris Memorial Leave for Volunteer Emergency Service Procedure.
Tyeler was a graduate of Riverton High School in 2012 and a graduate of CWC in 2015 with an Associate of Science degree in Criminal Justice. Tyeler joined the South Central Wyoming EMS service as a volunteer. Then in November of 2021 Tyeler became an EMT/ ER Technician at Memorial Hospital of Carbon County Wyoming. He was tragically killed in the active line of duty on December 21, 2022. His funeral service was held on the CWC Riverton campus on January 15, 2023. He was 29 years old. Tyeler loved people and made it his mission to serve others.PURPOSE: The 2024 Wyoming Legislative Session passed a bill, which the Governor signed, allowing up to 24 hours per year paid leave for State of Wyoming employees volunteering for emergency services. This procedure grants a similar benefit for all CWC benefited employees. See

PROCEDURE: I. Full-time (40 hours per week during contract or appointment) benefited CWC employees are eligible for up to twenty‘four (24) hours of leave with pay during each fiscal year to use when the employee is absent from work due to service or training as a rostered volunteer with a volunteer fire department, licensed ambulance service or county search and rescue organization in the state of Wyoming. (This definition of eligible employee mirrors W.S. 9‘3‘107.)
II. The procedural steward for this procedure will require verification of rostered status upon request to use this leave.
III. Leave for volunteer emergency service may be used only in the fiscal year granted; it does not accrue.
IV. Employees should give prior notification of the intent to use leave for volunteer emergency service whenever possible. When not possible, leave must be reported within five days of returning to work. Faculty members taking leave for volunteer emergency service are responsible for covering any instructional time missed due to the absence.
V. Less than full-time benefited employees are eligible for this leave for an amount of hours prorated to their part-time status.
VI. The procedural steward will include implementation details on leave requesting and reporting in the associated process for this procedure.
