Implementation Process By Director - Human Resources

INTRODUCTION
Central Wyoming College offers students the opportunity to work in Federal Work-Study,  institutionally, and grant  funded student employment positions. 

PURPOSE
The primary purpose of student employment is to provide students with the opportunity to gain real world experience and general workplace skills.  Employment that aligns to student academic and career goals is always preferred.  The secondary purpose is to fulfill college workforce needs. 

PROCEDURE
I.  Student employees are college employees and as such must adhere to all employment responsibilities and requirements as any other employee, except where specifically exempted by the Director - Human Resources where this is not practical.  Student employment requirements include, but are not limited to:
A.  Attending employment training(s);
B.  Adherence to the sexual harassment procedure; 
C.  Adherence to the nepotism procedure; and,
D.  Authorization for any student who is not a citizen of the United States to work in the United States before working for any college department.
II.  Compensation for student employment:
A.  If the position is NOT 100% funded by grant sources, then compensation is determined by the approved fiscal year budget and listed in the implementing process for this procedure. For the first number of hours, called the Base Rate Hours Threshold, that a student works in a student employment position for CWC, s/he is paid at the base student rate. In the pay period following meeting the threshold of hours worked in a student employment position for the college, the student employee will receive an increase to the second-level wage rate.  
B.  If the position IS funded 100% by grant sources, then the grant principal investigator recommends compensation rate to Human Resources who must approve.  The rate may not be less than the established regular student hourly rate.
 
REQUIREMENTS FOR THE IMPLEMENTING PROCESS
The procedure steward for this procedure will maintain a written process implementation document, that includes but is not limited to the following:
A.  Objectives for the program.
B.  The definition of Student Employee that meets all applicable federal and state laws and financial aid requirements.
C.  The Base Rate Hours Threshold number of hours as well as both the base and second-level wage rates.
D.  A statement on how the college implements best practices to ensure equity in hiring student employees.
E.  A statement on how the college ensures consistent student employment practices across all college departments.
F.  A list of responsibilities as related to student employment for the:
a.  Student employee
b.  Student employee supervisors
c.  Human Resources Department
d.  Payroll Department
e.  Financial Aid Department
G.  Student Employment as Tutors:  A process approved by the Chief Academic Officer, in consultation with the faculty, and Chief Student Officer, in consultation with the tutor program, on the requirements for student employment as an academic subject area tutor.
H.  A list of college employment procedures for which the Director - Human Resources has exempted student employment.
I.  Other:
a.  A statement about student employee eligibility for employment benefits.
b.  A statement regarding any required restrictions on the number of hours per week a student employee can work.
c.  Process for a non-citizen to document authorization to work in the United States.
d.  A reference to requirements of child labor laws.
e.  Process for approval for student employment as a tutor.
