In the spirit of open inquiry and the free flow of ideas that accompany higher education’s traditional mission, it is the policy of Central Wyoming College that political activities be allowed on campus in traditional and designated public forum spaces subject to reasonable time, place and manner restrictions, college procedures and guidelines noted below. The college is committed to providing access to varied political views expressed in accordance with the college values of mutual respect and civil discourse. 

Political activities are about public issues or matters of public concern.  They do not include activities related to student elections for official CWC positions (such as Student Senate). 

CWC-controlled property is listed in the implementing process for this procedure.

As a public institution of higher education, Central Wyoming College prohibits signage and posters advocating for any candidate or ballot issue from being displayed on CWC-controlled property in public places. Other signage must comply with current posting requirements as defined by the implementing process for this procedure. 

All use of CWC-controlled property must comply with Procedure 5.3 Use of College Facilities. Additional guidelines for political activities are below: 

A.  Political forums/activities shall not: 

1.  Infringe on the privacy of students or employees, 
2.  Impede normal college operations, or 
3.  Compromise the educational mission. 

B.  Prior communication with college officials to organize event logistics is required. 
C.  CWC reserves the right to engage additional security and/or maintenance personnel should the event unexpectedly require such services, the cost of which will be billed to the activity sponsor without prior notice. 
D.  Obscenity, fighting words, defamation, fraud as well as discriminatory, intimidating, threatening, or harassing behavior against any individual or group of individuals listed in Procedure 2.1 Non Discrimination is prohibited. 
E.  All determinations regarding the nature or character of the content described above are made by the college president or the president’s designee.
F.  The implementation process for this procedure will include sanctions for violations of this procedure.
